Duties Description Advance your career in government finance, management, and public policy at the New York State Division of the Budget (DOB)! DOB develops, negotiates, and implements one of the largest government budgets in the country, which provides the fiscal roadmap for State programs, policies, and services.We are seeking motivated analysts and critical thinkers to join our team. DOB analysts rely on their skills for creative problem solving, attention to detail, and comprehensive communication to respond to emerging challenges, identify and develop solutions, and ensure the fiscal health of the State.The Fiscal Planning Unit (FPU) is responsible for the development and management of the State's Financial Plan, which governs the State's financial activity. The State's Financial Plan is statutorily required to be issued on a quarterly basis and is utilized in regulatory disclosure as the State is an issuer of debt. FPU provides DOB leadership with options for achieving and maintaining balanced budgets and addressing emerging public finance challenges. FPU works closely with staff across DOB to help identify, assess, and address risks to the State's Financial Plan and in the production of financial disclosure materials. ResponsibilitiesBudget and Policy Analysts at DOB are typically involved in:-Analyzing, developing, and implementing key aspects of the Financial Plan with a particular emphasis on reviewing and analyzing budget estimates and operating trends. Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.-Managing the State's Financial Plan including tracking operational metrics, projecting and monitoring spending trends, and working with counterparts to mitigate fiscal risks. -Providing support to examiners and agency staff in setting fiscal policy, determining appropriate funding mechanisms, transactional steps, and reporting methods.-Formulating and presenting recommendations and areas for review and/or improvement based on independent analysis, and interpretation of data and information.

Minimum Qualifications QualificationsMinimum qualifications for our title series can be found on our Salaries and Career Paths page. Candidates for this position should demonstrate the following: -Ability to work both independently and collaboratively with diverse stakeholders.-Fluency in Excel formulas and functions, and other Microsoft applications.-Strong written, visual, and verbal communication skills.-Work experience in a role requiring quantitative analysis.The ideal candidate will have analytic ability and a willingness to learn. Key skills for this role include objectivity, flexibility, and adaptability. All positions are located in Albany, NY, and weekly onsite work is required coupled with some remote work flexibility. Mandatory overtime may be required.
