Job Summary
We are seeking a Utility Data Analyst / Joint Pole Analyst for a contract opportunity in Pomona, CA, supporting utility infrastructure data, joint-use compliance, and pole attachment review activities. This role is ideal for a detail-oriented analyst who enjoys working with large datasets, field documentation, engineering records, and utility asset information.
In this position, you will help ensure pole records, communication attachments, ownership details, and compliance documentation are accurate and aligned with utility standards and regulatory requirements. You will work in a collaborative program environment with planning, field operations, utility partners, and communication providers, offering strong exposure to utility operations, infrastructure compliance, and program management processes.

Key Responsibilities
- Review and analyze utility pole records using SAP, GIS, engineering documents, databases, and internal tracking tools.
- Conduct desktop reviews and field audits to verify pole attachments, communication-space conditions, ownership details, removals, and replacements.
- Compare field findings against company records, identify discrepancies, and support resolution of data, attachment, and compliance issues.
- Prepare and process documentation related to pole authorizations, replacements, removals, ownership changes, and compliance activities.
- Maintain accurate reports, databases, reconciliation files, and project tracking tools for joint pole and utility infrastructure activities.
- Coordinate with planning teams, field operations, utility partners, municipalities, and communication providers to resolve issues and support compliance.
Compensation and Benefits
- Salary range: $65,000 to $72,800 per year.

Required Qualifications and Skills
- Analyze utility pole, infrastructure, and asset records to identify discrepancies and compliance concerns.
- Support joint pole program activities involving pole attachments, ownership research, replacements, removals, and authorization documentation.
- Conduct data reconciliation, reporting, field verification, and coordination with internal and external stakeholders.
- Maintain accurate databases, records, inspection documentation, and tracking tools.
- 0 to 3 years of experience in data analysis, reporting, database management, utility records, infrastructure records, or a related analytical role.
- Associate degree required. Bachelor’s degree preferred or equivalent experience.
- Strong Microsoft Excel skills, including data analysis, sorting, filtering, reporting, and reconciliation of large datasets.
- Experience analyzing utility, infrastructure, telecommunications, asset, or operational records.
- Ability to interpret data, identify issues, document findings, and recommend practical solutions.
- Strong written and verbal communication skills with the ability to coordinate across multiple teams and stakeholders.
- Experience working with databases and producing clear, accurate reports.
- Basic programming knowledge and the ability to read, write, and test code preferred.
- Detail-oriented, organized, and comfortable working independently in a compliance-focused environment.
Preferred Qualifications
- Experience in utility operations, telecommunications infrastructure, outside plant, or joint-use environments.
- Knowledge of utility pole attachments, pole ownership, joint-use agreements, and communication attachment compliance.
- Familiarity with SAP, GIS systems, SPIDA, asset management systems, Joint Pole Agreements, Pole License Agreements, or similar utility tools.
- Understanding of CPUC General Order 95 requirements or related utility safety and compliance standards.
- Experience conducting field inspections, taking measurements, documenting compliance findings, or validating infrastructure conditions.
- Experience working with utilities, municipalities, communication providers, or infrastructure partners.
