Salary:           Range $7,917 to $15,167 monthly – commensurate with experience

Overview :

Acts as the Senior Manager of the Business Services Office - Enterprise Data Practice Division by providing strategic leadership and operational oversight for the agency’s enterprise data programs; cross-functionally manages the teams, processes, and platforms that support data governance, data architecture, data integration, analytics, and data quality across the organization; collaborates closely with the Enterprise Data Architect and partners with all IT domains - including application development, infrastructure, cybersecurity, networking, and project management - to ensure that data is governed, secure, accessible, and effectively used to support agency operations and public services. 

Duties and Responsibilities:
  • Provides leadership for the Enterprise Data Practice, overseeing staff, priorities, project execution, and alignment to agency-wide strategic goals.
  • Partners with the Enterprise Data Architect to develop and implement data strategies, standards, and architectures for the agency’s data ecosystem.
  • Coordinates with all IT domains (Application Development, Infrastructure, Security, Networking, PMO, Customer Support, etc.) to ensure that data policies, technologies, and processes integrate effectively with enterprise systems.
  • Oversees administration and lifecycle management of enterprise data platforms, such as data warehouses, data lakes, analytics environments, integration pipelines, and metadata systems.
  • Ensures compliance with statewide and agency-specific data governance, cybersecurity, privacy, and retention requirements.
  • Leads the development and implementation of data quality frameworks, stewardship processes, and data driven operational improvements.
  • Guides teams in developing reusable data assets, enterprise data models, and standardized integration patterns.
  • Provides oversight for data-related project portfolios, including planning, resource allocation, scheduling, and risk management.
  • Serves as an escalation point for complex technical issues related to data platforms, integrations, or cross domain solutions.
  • Prepares reports, briefings, and documentation for executive leadership and statewide stakeholders.
  • Supports change management, staff development, and process optimization to build a mature, sustainable data practice.
  • Promote a culture of quality, collaboration, transparency, and continuous improvement across DoIT/SOS and agency partner teams.
  • Budgetary and Investment planning; provides expert consultation on the development of proposed budgets related to enterprise data systems, platforms, and tools; reviews and advises on strategic investments in data technology and services, ensuring cost-effectiveness and alignment with the data strategy and business needs.
  • Performs other duties as required or assigned.
Education and Experience:

Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in computer science, management information systems, mathematics or statistics, supplemented by a master's degree in computer science or a related field and two years of managerial experience in a computer-based management information system.

Knowledge, Skills and Abilities:
  • Requires thorough knowledge of management information systems, data base administration, systems analysis and computer communication systems.
  • Requires thorough knowledge of the principles of organization, management and administration.
  • Requires extensive knowledge of research and statistical procedures, program budgeting and systems modeling.
  • Requires ability to implement program evaluations or system assurance.
  • Requires ability to anticipate and resolve managerial problems.
  • Requires willingness to travel and possession of a valid Illinois driver’s license as required by individual positions within the class.
  • Requires the ability to lift, carry, and push/pull 0 – 50lbs.
