Job Description and Duties

Under the general direction of the Chief of Fiscal Services, Manager II, the Budget Officer plans, organizes and oversees the operations of the Budget Office. This position is responsible for the development, implementation, administration, and control of all phases of the development, implementation and control of the budgets of the State Treasurer's Office (STO) and the Boards, Commissions and Authorities (BCAs) under the purview of the State Treasurer. It also serves as Subject Matter Expert (SME) in the absence of the Manager II, as appropriate.

  • Ability to act independently, use good judgment, and exercise initiative.
  • Ability to communicate in a clear and concise manner, both orally and in writing.
  • Ability to handle multiple assignments effectively, efficiently and in a timely manner.
  • Knowledge and experience in budget development and the State Budget Cycle.
  • Knowledgeable in Microsoft Office skills, particularly Excel and Word.
  • Proficient in applying principles and practices of budget administration and analysis, including preparing, justifying, reporting on, and executing budgets, and understanding the relationships between program, budget, accounting, and reporting systems.
  • Strong interpersonal skills, with the ability to build and maintain cooperative relationships and manage or resolve issues effectively.
  • Understanding of the State’s Legislative Process.
