Agile Scrum / Flow Master Location: Location: DHHS Headquarters, 1915 Health Services Way, Raleigh, NC 27603 Duration: Long Term (Contract) Years of Experience: 10 Years

The North Carolina Department of Health and Human Services (NC DHHS) is seeking a Senior Agile Scrum/Flow Master to support the Data Modernization Project within the Division of Public Health (DPH). The Scrum/Flow Master will facilitate Agile ceremonies, support delivery of Epics and Features, coordinate sprint and release planning, manage Agile workflows, remove delivery impediments, and collaborate with Product Owners, technical teams, and stakeholders to ensure successful project execution.

• Facilitate all Scrum ceremonies: Daily Stand-ups Sprint Planning Sprint Reviews Sprint Retrospectives
• Guide Agile teams in Scrum and Kanban best practices.
• Ensure sprint goals and high-priority backlog items are delivered successfully.
• Support Product Owners with: Backlog refinement Story grooming Prioritization
• Help teams meet the Definition of Done for all deliverables.
• Coach team members on Agile principles and continuous improvement.
• Remove blockers and impediments affecting team productivity.
• Escalate risks, dependencies, and issues when appropriate.
• Shield development teams from unnecessary interruptions.
• Coordinate release planning with technical leads and stakeholders.
• Track team performance using Agile metrics such as: Velocity Burndown Charts Cycle Time
• Create and maintain dashboards in JIRA.
• Provide project status updates and progress reports.
• Collaborate with cross-functional teams in a Scaled Agile environment.
• Support Program Increment (PI) Planning and dependency management.
• Foster collaboration, accountability, and transparency across teams.
• Ensure Agile tools (JIRA, Azure DevOps, Confluence, etc.) are effectively utilized.

Skill Experience Agile methodologies (Scrum, Kanban) 7+ years Scrum Master / Flow Master experience 7+ years JIRA (dashboards, workflow monitoring, reporting) 7+ years Confluence, MS Project, SharePoint, MS Office Suite 7+ years Backlog grooming and prioritization 7+ years Sprint planning, estimation, work breakdown 7+ years Risk management and business impact analysis 7+ years Technical understanding of Software Development Life Cycle (SDLC) 7+ years Managing multiple concurrent projects 7+ years Facilitation and communication with technical and business teams 5+ years Stakeholder management and gaining business buy-in 4+ years Portfolio reporting and data analysis 4+ years Leadership, coaching, and conflict resolution 4+ years Lean/Just Enough, Just In Time planning 4+ years Program Increment (PI) Planning and dependency management 3+ years

Certified Scrum Master (CSM) or Certified Agile Scrum Master or Kanban Flow Master Certification

SAFe Program Consultant (SPC) SAFe Agilist Certification Project Management Professional (PMP) or equivalent Project Management Certification

SAFe Transformation initiatives (3+ years) Certified Project Manager (5+ years)
